RFP/RFQ/BIDS PROCESS (Projects greater than $200,000)

Formal Bids

  • Formal bids are for construction projects greater than $200,001. Process:

    • Advertisement in local newspapers (to include, at minimum, Patterson Irrigator)
    • Release of bid packages at 510 Keystone Blvd, Patterson.
    • Mandatory pre-bid sign-in, conference, and project walk 
    • Submission of all forms required by the Invitation for Bid and Instructions to Bidders prior to the bid opening deadline

      Requirements for contracting with the Patterson Joint Unified School District:  

    • Valid contractors’ licenses for general contractor and subcontractors
    • Complete submission of identification and listing of General Contractor and Subcontractors form
    • Payment and performance bonds
    • Payment of prevailing wage rates 

      Work should not begin until a fully executed contract is in place.  

       

      Insurance Certificates

      Original certificates of insurance with California insurance companies are mandatory: Some insurance requirements might be different based on the contract.

    • General, automobile, and professional liability limits should be $1,000,000.
    • Worker's compensation coverage limits should be $1,000,000 (as required by the State of California and Employer's Liability Coverage)
    • Builder's risk to name the district as loss payee at 100% of contract amount
    • Name Patterson Joint Unified School District, its board, officers, and employees as "additional insured" on the General Liability and Automobile Liability by Endorsement; provide with certificate specifying Patterson Joint Unified School District is noticed by the company as an "additional insured" entitled to a 30-day written, mailed notice
    • Mail the original certificate to Patterson Joint Unified School District, 510 Keystone Blvd, Patterson, CA 95363

       

      Wage Rates

      All Contractors must:

    • Pay the prevailing wage (see wage rates)
    • Submit certified payroll records (see Public Works Payroll Reporting form.)
    • Keep documentation of fringe benefit payments
    • Maintain a daily sign in sheet with the names and trades of employees
    • Post the prevailing wage rates at the job site
    • Employ registered apprentices

 

CUPCCAA (Projects less than $200,000)

Notice: Inviting Interested Contractors for the 2019 Informal Bid List

Patterson Joint Unified District adopted CUPCCAA, the California Uniform Public Construction Cost Accounting Act, and invites all interested licensed contractors to submit their company for inclusion on the Patterson Joint Unified School District Informal Bidding Contractors List for all trades for calendar year 2019, pursuant to Public Contract Codes 22032 and 22034 – CUPCCAA. (Companies must resubmit each year).

Contractors must submit a vendor application to be included on the bid list even if your company has submitted an application in prior years. All trade categories, for any Public Works Project that is estimated to be below $200,000 is subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. All licensed contractors are subject to verification through the California State License Board.

Please be advised, this does not automatically guarantee you will be informed of, or included in all RFQ, RFP, or Bid Requests. Notices will be sent out for the category of work being bid. Patterson Joint Unified School District may also announce project opportunities in designated trade journals, Patterson Irrigator, Modesto Bee, or on the Patterson Joint Unified School District web site.

Pursuant to SB 854, no contractor or subcontractor may be listed on a bid for a public works project (awarded on or after April 1, 2015) unless registered with the DIR per California Labor Code Section 1725.5


Companies wishing to be placed on the Patterson Joint Unified School District Informal Bidding Contractors List, will need to complete the Vendor Application
